In an account published by Mr. Wilkes, in the London Chronicle of Nov. 10, of the proceedings of the general meeting of the Westminster Electors, he says, 'I avow having drawn up the instructions for the impeachment of Lord N-e-r, in which my hand and heart perfectly concurred, for I think him a weak, wicked, and damn'd Minister, and that from the two important posts he now fills, he must be considered as the ostensible Minister, and the chief instrument of the tyranny we groan under at home and in the colonies.'
