AMERICAN SEAMEN.

We congratulate our sea-faring Brethren, and the Public, on the patriotic motion, lately made in Congress, by Mr. Livingston, —of New-York, for the relief of American Seamen. This useful and meritorious class of Citizens, have been most shamefully neglected for these three years past; though some few may have made rich voyages—yet for the most part, they have been either taken and set adrift in a foreign Country, or have been forcibly impressed and detained on board of British Cruisers. Instances of this kind, are too numerous for us now to mention, —suffice it to say, they are richly entitled to government aid.
