COMMUNICATED.

Col. Frank:

The Marshal of the Territory having been improperly assailed through the columns of the Miners' Free Press and Milwaukee Courier, the writer of this communication, although a political opponent of this officer, deems it but an act of justice that a few words should be said in his defence.

Mr. Hugunin is complained of because certain funds stated to be in his hands for the payment of Court expenses in one of the western counties, have not been properly disbursed. I believe it is generally admitted, that since Mr. H's appointment to the station of Marshal, the payments have been much more prompt than ever before in the history of the territory; and although some slight delays may have occurred in the transmission of funds to a few of the counties, yet it is believed he cannot justly be accused of a disposition to retain any of the funds in his possession a moment longer than is found necessary.

It must be recollected, in the first place, that there is frequently great delay in the reception of drafts from Washington, and in the second place, unless the Marshal is willing (which cannot reasonably be expected) to incur the personal expense of going to remote counties for the purpose of taking a few dollars in specie, that he finds it difficult to obtain a speedy and safe medium of transportation at all times.

The remark of the Courier that "a man who will let himself down so low as to play the hypocrite to get possession of a few dollars that were the avails of a couple of ladies' fairs held to dispose of shirt bosoms, &c., in order that he might spend a month or two in electioneering for Doty at Washington is the right kind of a man to prove a defaulter," is unjust, ungenerous, and uncalled for.

It was only upon the repeated solicitation of many of the citizens of Southport that the General consented to go to Washington; and although the avails of a donation party (not "a couple of ladies' fairs"), got up for the purpose of raising means to send an agent to Washington, were appropriated to the object, still the amount of money raised was insufficient, and Mr. Hugunin consequently went to Washington partially at his own expense.
