CANNOT AGREE ON INDIAN TITLE SUITS

WASHINGTON, January 2.--Secretary Garfield said today that he had been unable to arrange with Senator Owen of Oklahoma to bring test suits in the United States supreme court in the twenty thousand cases involving the titles of Indian lands in that state. The secretary said no single suit could be framed for presentation to the court that would cover all the questions that have arisen. The government will now proceed with these cases in the lower courts of Oklahoma as rapidly as possible.
