The public prints as well as private letters, mention military preparations in Russia, Prussia, Austria, and Denmark, and that a French cordon of 100,000 men is forming on the left Bank of the Rhine. These measures are, however, merely spoken of as pleasure camps or defensive attitudes, but there are at the present moment so many differences to adjust among the great powers, and so much jealousy existing that it will not surprise those who have attended to the history of nations, should these movements, with other circumstances, lead to a state of warfare.
In Russia, in Turkey, and even in Prussia, the French interest is upon the decline; whilst it gains ground in Spain, Portugal and Italy. The King of Naples has been forced to dismiss his faithful minister Sir Acton, and to appoint in his place Chevalier Micheroux, a person more agreeable to France. The tyrannical persecution by Bonaparte of British subjects upon the continent, is now extended to all British travellers in Italy, even in the neutral states of Tuscany, and the Papal dominions.
