LONDON, May 14--First Lord of the Admiralty Sir Edward Carson announced to the house of commons that a series of changes in the membership of the admiralty board are to be made.
The changes include the appointment of Sir John Jellicoe as chief of the naval staff in addition to his duties as first sea lord.
The changes are the result of the recent attacks against the admiralty board resulting from the suppression of details concerning England's losses by German submarines.
It is believed that Lord Carson will retain his position.
