Hamburg, Oct 8.--The Emperor of Russia, it is said, is extremely dissatisfied with the present overbearing system of French policy. He has positively refused to second the views of France, by acting in the least unfriendly manner against England. His Imperial Majesty has likewise declared, that he will not suffer any diminution or division of the Ottoman Empire, provided that the Grand Signior maintains a strict neutrality. The Porte has promised to comply with the Emperor's desires; and the public accounts from Constantinople, of the 26th ult. fully corroborate this intelligence.
