"He had appointed Mr. Meehan, a printer in the office of the Telegraph, to be Librarian to Congress, in the room of Mr. Watterston. The law, under which the Librarian is appointed, provides that the bonds of the individual appointed, shall be approved by the Vice-President and the Speaker of the House of Representatives for the time being. Mr. Watterston, considering that by permitting a stranger to take possession of the office, while his bonds were in force, he should render his sureties liable for any misconduct which might subsequently occur, declined to yield obedience to the order for his removal, until his bonds should be delivered up Directions were then sent from the President to Mr. Lowry to give up the bonds of Watterston, but here another difficulty arose. The bonds having been placed by the presiding officers of the two houses in the hands of Mr. Lowry, the secretary of the Senate, for safe keeping, he did not consider himself as at liberty to surrender them, except to the authority from which he had received them."
