An election for members to a convention to form a constitution and State government has just taken place in Colorado. The election will take place in January next. The constitution which may be adopted must be duly certified to the President of the United States, whereupon it is made his duty by law, (provided congress finds the government is republican,) to issue his proclamation declaring the State admitted into the Union on equal footing with the original States without any further action whatever on the part of Congress. She will then take part in the next Presidential election, having three electoral votes.
