In the House of Representatives at Washington on the 27th ult., Mr. Lovejoy (Ill.), asked for leave to introduce a preamble and resolution. The former, after reciting the rights and privileges of citizens of the several States under the Constitution of the United States, reads:

Whereas, It is alleged, by responsible parties, that the citizens of some of the States going into other States on business, such as the collection of debts, teaching schools and other lawful business, have been personally treated with indignity and violence, being incarcerated in prison or driven from their property for certain sentiments they held, and without any allegation as to the crime they had committed;

And, whereas, An alleged practice similar to the European passport system is springing up, therefore be it

Resolved, That a committee of five be appointed to inquire into the above recited fact, and whether any further legislation is necessary to give effect to the said provisions of the Constitution, and that the said committee be empowered to send for persons and papers.
