AMITY AND JUSTICE.
PHILADELPHIA, Jan. 17.
[TRANSLATION.]
ROYAL ORDER.
The King has been pleased to order that as a general rule, that in all the Custom Houses in his kingdom, Certificates shall be required, that will prove the exportation or origin of all foreign merchandize intended to be imported into this peninsula; the said certificate to be given by the consuls of his Majesty resident in the
respective provinces or departments, to goods or certified shall have belonged.
Which district the articles of produce or
produced, specifying the number of pack-
ages or chests therein contained. And in case where no consuls shall be there
residing, then to be granted by them at
the ports of exportation, with this general
condition—that for each separate ar-
ticle and owner, a certificate must be
produced, and again, that separate certificates will be
required for every different article and
owners according to the diversity of the
articles, of the marks of the packages,
chests, or owners. And in every instance
of contravening this order the goods shall
be confiscated. Given at Tortola, Nov.
9, 1802, and transmitted to the Roy-
al Chamber of Commerce of Cadiz, by
the Minister of Finance.
