Full Text

Marine Hospital.—We have twice explained the grounds upon which Mr. Ingham is charged with wrongfully withholding money, appropriated for a Marine Hospital in this District. Mr. Secretary Rush, in two letters on the subject, the originals of which are filed in the Town Clerk's Office, declared that such appropriation had been made by the President, and that he had been instructed to direct the Collector of this port to pay it over on the town ceding the land for a site. He also stated that an act of Congress, confirming the appropriation, was not necessary. Mr. Ingham, in his reply to the Town Council, declared that he knew of no appropriation, by law, for a Hospital in this place.

The only way he can escape from the dilemma, is by showing that there are no copies of Mr. Rush's letters on file in the Department, and consequently that he was officially ignorant of the act of his predecessor, though informed of it by the Town Council of Providence, and by individuals. We have yet no doubt that Mr. Rush's letters are on file, and that Mr. Ingham has meanly shuffled in this business. To prove that the appropriation was made by law, we will again recur to the documents, as soon as we can find leisure.

Event Details

Mr. Ingham is charged with wrongfully withholding money appropriated for a Marine Hospital in this District. Mr. Secretary Rush's letters, filed in the Town Clerk's Office, declared the appropriation made by the President and instructions to pay on ceding land; no act of Congress necessary. Mr. Ingham's reply to the Town Council stated he knew of no legal appropriation. Escape from dilemma by showing no copies of Rush's letters in Department. Doubt that letters are on file and Ingham shuffled. Will recur to documents to prove appropriation by law.
