The only way he can escape from the dilemma, is by showing that there are no copies of Mr. Rush's letters on file in the Department, and consequently that he was officially ignorant of the act of his predecessor, though informed of it by the Town Council of Providence, and by individuals. We have yet no doubt that Mr. Rush's letters are on file, and that Mr. Ingham has meanly shuffled in this business. To prove that the appropriation was made by law, we will again recur to the documents, as soon as we can find leisure.
