Extract of a Letter from Liverpool, of February 5.

"Matters with Regard to War, seem at a stand, notwithstanding the Court of Spain has offer'd Satisfaction (as it is called to our Court) for the Insult given, which I believe was accepted by the Ministry, but greatly to the dislike of both Lords and Commons, as well as the public. How the Dispute will terminate we cannot at present say, but the general Cry seems for WAR."
