With unquestionable authority that Rice Garland, now a member of Congress from Louisiana, and who has become notorious for his zeal in conducting the operations of the Federal Whig Committee at Washington, during the recess of Congress—in conjunction with the infamous Abolitionist, John C. Clark—from Leakesville, Rockingham county, N. C. some time in the year 1825 or 1826, absconded from Virginia, to which place he had removed some years before, for the purpose of defrauding his creditors; and that his effects were afterwards publicly sold at Rockingham court house are facts notorious to the members of the bar at that time practising with him, as well as the people of that county. This man, who then defrauded his creditors in North Carolina by absconding or concealing himself so that the ordinary process of law could not be served on him and John C. Clark, whose Abolition doctrine would rob the southern people of their slaves have recently had the impudence to issue an ADDRESS, or sort of Whig Proclamation to the people of the United States, on the beauties of Whiggery, and filled with abuse and slanders against the Administration. Fit instruments of a desperate party, and proper representatives of that motley combination who are determined to 'rule or ruin' the country.

Although this creature of Whiggery has since made himself scarce in North Carolina his FRANK, in conjunction with that of his Abolition associates of the Federal Executive Committee, has been PLENTY, by which an unparalleled system of falsehood has been kept in operation, to mislead honest people in the Presidential election.
