Senator Cullom introduced a bill Friday for the preservation of aboriginal monuments, and other antiquities, to apply to all government reservations. The secretary of the interior is given authority to establish rules and regulations governing excavations and imposing punishment for their violation. Provision is made for a high standard of qualification in those permitted to engage in the work of exploration. In a statement accompanying the bill, it is said:
"To monuments and ruins and quite commonly minor relicts of the past, there attach stories quite as easily read as though written in type, and modern peoples have awakened to the value of their study as illustrating the customs of their forefathers. The importance of archaeological research is recognized in every civilized nation."
