"That the present Administration are actuated by motives truly patriotick, the following fact will exhibit the most substantial proof: It having been long complained that our trade was greatly upon the decline, some Gentlemen of distinguished abilities were pitched upon to apply to the manufacturers themselves, in different places, as the most effectual means to come to the knowledge of facts, Sir William M-----h was some time at Manchester, and other parts of Lancashire, upon this very errand; another Gentleman, under the direction of the Marquis of R-----m, was at Halifax, and other places of the West Riding of Yorkshire. Their inquiries have so far succeeded that memorials have been actually sent up from the manufacturers and merchants, by which such measures are pointed out as it is hoped will restore our commerce to its former flourishing state."
