Britain, France Rush to Mobilize,
Plan for 24-Nation Conference
To Internationalize Suez Canal

Britain and France rushed mobilization measures for a show of strength in the Mediterranean today and set the machinery in motion for a 24-nation conference on the Suez Canal.

American, British and French foreign ministers hammered out plans for the conference yesterday and agreed to ask Russia and Egypt among others to meet in London Aug. 16 to establish an international authority over the canal which Egypt nationalized eight days ago.

Secretary of State Dulles returned to Washington from London and said he hopes the proposed conference will produce a solution for the Suez crisis and avert "the danger of violence."

In Paris, Premier Guy Mollet and Foreign Minister Christian Pineau told the National Assembly the French government is determined "to use every means to prevent Egypt from retaining control" of the canal.

Pineau, just returned from the London conference, said that in the light of past experience France cannot believe anything Egyptian President Gamal Abdel Nasser says.

Britain already has dispatched the invitations to the conference.

A source close to the Egyptian government in Cairo said President Nasser may reply tonight. There were indications in Cairo that his answer would be "no."

Diplomatic sources here said the conference would be held whether Egypt and Russia attend or not.

Spokesmen for West Germany, Japan, Spain and New Zealand already have indicated their governments would accept bids. But no official acceptances had yet been received.

At Portsmouth, England, the aircraft carrier Theseus' decks were readied to carry 1,000 troops to the eastern Mediterranean. She was expected to sail Sunday. The aircraft carrier Bulwark and the cruiser Glasgow were to sail on Monday.

British subjects in Egypt have been advised to consider leaving that country. The 2,700 Americans in Egypt have been advised by the State Department to stay out of crowds and away from downtown Cairo during the tension.
