The late intelligence from Europe, certainly tends to confirm the impressions that we have long entertained, that all is not quiet in that quarter. The European powers are employed in recruiting their military establishments, which considering the exhausted condition of their finances, we may be assured is not done for the purpose of idle parade. If we are asked to point out what nations have manifested dispositions to proceed to acts of hostility, we frankly confess our incompetency to answer the question, nor is such a speculation necessary for our purpose. Admit that these preparations are made to repress turbulence, riot, and disorders at home, and the fact will go to the full extent of our assertions, that Europe is not in a state of quietude. The emperor of Germany has propounded some questions for the consideration of the diet, that clearly point out domestic alarm in his dominions. He contemplates the adoption of strong measures, with regard to the liberty of the press; measures that go to the suppression of public journals, whose politics are offensive to the court, which is of itself an ominous fact. The Emperor of Russia is likewise adding to his already immense and overgrown military establishment.
A report is in circulation, which if true may explain the reason, why the king of Spain has refused his sanction to the treaty. A rumour is stated, and with some confidence that a demand was made by the Spanish government on our minister resident at that court, whether in case the ratification was made by his majesty, he was empowered to consent to the insertion of another article; that the U. States would bind themselves not to acknowledge the Independence of Buenos Ayres. The reply of our minister is stated to be, not only that he was furnished with no such powers, but that the United States would acknowledge the independence of Buenos Ayres, or of any other South American province, as soon as they had shewn themselves capable of preserving the customary relations between independent nations.
If there is any truth in this rumor, it will soon be made known by despatches from Mr. Forsyth, as the arrival of the Hornet may be momentarily expected. It is fortunate that congress meet so early, and that the intelligence which has excited so much speculation, and so much contrariety of opinion in our public papers, will not be much longer delayed.
