The companies have secured a big purse to defray the expense of the lobbyists, who are to remain in Washington and prevent the enactment of any law which will allow the territorial legislature of this territory to tax the output of salmon and prevent them from taxing the cannery buildings and gear of the fishing companies.
One single canneryman has been reported to have contributed $5,000 to this fund and every effort is being made, it is reported, to prevent hostile legislation.
The Wickersham enabling act, under which the present territorial legislature is organized expressly prohibits any tax on the fish output or the passage of any law regulating the fish or game sets of congress.
Under the present act of congress the canneries pay their taxes in affidavits that they have liberated salmon fry and do not pay on buildings, gear or traps, and against this affidavit every grand jury for many years has protested in vain.
The recommendation of President Wilson that a full territorial government be established in Alaska has caused the cannerymen much concern as they fear should the territory be given a full territorial form of government they will be forced to pay a fair share of the burden of the government.
