We clip the following from the Washington correspondence of the Scioto Gazette, relating to our member of Congress:
We have the remarks of Mr. W. before us and can readily assent to what is said below.
We shall publish part or all of the speech.
"Both Houses of Congress are engaged with the various bills for granting lands to Railroads in the West.
In the House, Mr. Welch has given notice that he will offer an amendment to the St. Louis and Pacific Railroad bill, granting a portion of the public lands to the States of Ohio, Virginia, Indiana, and Illinois, for the purpose of aiding in the construction of the Great Straight-Line Railroad from St. Louis to the Baltimore and Ohio Railroad through Chillicothe. Mr. Welch, after explaining his amendment, took occasion to reply to a free trade speech of Mr. Rantoul delivered on the same bill. Mr. Welch's speech is spoken of as one of the ablest delivered in Congress during the present session, and it is likely to give him a reputation for statesmanship that a member of Congress seldom acquires in his first session."
