For New Road Plan

The Arizona Good Roads association is in favor of some plan of permanent improvement of Arizona's main roads, that will give us better roads and cut down the cost of maintaining them in their present unsatisfactory condition.

You will remember that this association worked consistently for years to establish the commission form of highway administration. We believe that it has proven itself, and that a majority of the people favor it and have found it better than the old system.

Several years ago this association began a study to determine methods of securing permanent road improvements in Arizona without additional burden to the taxpayers. We found it.

This plan was submitted to the highway commission. They had their engineers make a careful study and analysis of it.

As a result the Arizona highway commission has adopted this plan and bills embodying it were submitted to the legislature.

Since the legislature passed the gas tax law the receipts from this source have increased steadily. The number of cars and miles of travel are and have been increasing faster all the time. This will continue for many years as our population grows and as tourist travel increases

On the other hand the cost of maintaining our highways is increasing 15 per cent per year and the highways getting worse in spite of the increasing expense. It is impossible to maintain highways to stand the number, and the speed, and the tonnage, of modern travel. with the type of surfacing heretofore used. The time will soon come when it will take all the income of the highway department to repair and maintain and resurface, we will still have unsatisfactory roads. and there will be no money for permanent improvement.

The New Plan

Now if a certain amount of paving is done each year, the per mile annual cost of maintenance will begin to decrease instead of rising further. Paving costs less to maintain.
