From a New-York paper, April 14.

Capt. Hovey, of the schr. Nancy, who arrived here last evening, in 22 days from Guadeloupe, informs us that the French fleet had not arrived when he sailed. The white inhabitants are in continual dread of being massacred by the negroes; the houses are shut up every evening at 7 o'clock, and the wretched occupants pass the night in watching guards the most dreadful apprehensions. Capt. H. says, that nearly all the American vessels in port, had been plundered by the negroes; from the brig Sally, of Philadelphia they took $1900 dollars in specie. An armed galley full of negroes is anchored near the buoy, at the entrance of the harbor, watching the approach of the French Fleet, which they are determined to oppose to the utmost, and die rather than submit.
