Secret No Secret
The Japanese "spy investigation" in Los Angeles has received husky headlines, but the incident apparently hasn't upset the Navy department.
Three high ranking naval officials testified a year ago before the senate munitions investigating committee that information about new naval inventions, new battle formations or anything else new in the navy was in the hands of a foreign naval official soon enough to prevent anybody being surprised. They said it was pretty hard to keep a naval secret really secret.
