The Cuban Government has issued a decree confiscating the property of Miguel Quesada, a merchant of Cardenas, and of the Administrator, Cashier and Appraiser of the Custom House at that port, for frauds on the customs. If such a policy were adopted, and we see no reason why it should not, by the government of the United States, the treasury would be so replenished that the taxes could be reduced to a minimum, and the honest people of the country relieved of the onerous taxation that now oppresses them.
