noted the weakest link in this nation's effort to build
a strong chain of defense against Hitler's hordes
among the nations of this hemisphere.
That weak link is the failure of those shaping
this "Good Neighbor" policy to recognize that in-
habitants of most of these nations with whom we
seek mutual friendship are predominantly Ne-
groid, that they are in complete sympathy with the
strivings, with the anti-discrimination protests, and
the yearnings of all other black people, particularly
those thirteen millions who are citizens of the United
States.
Of the two American policies that stood in the
way of improved relationships with our neighbors
to the South, this failure to accord proper recogni-
tion to the fact that a wide majority of these peo-
ples are black, still remains a great big stumbling
block.
STATESMEN GET RUN AROUND
Many South American statesmen arriving in
Washington on special missions for their countries,
are actually given the runaround at the hands of
our State Department, merely because these South
American gentry are of swarthy hue. All of the
good-will that these gentlemen may have entertained
for the United States on their arrival, is hastily
dampened, to be replaced by bitter hatred of the
"arrogant gringo."
Haitians will long remember the obvious insult
their President Stenio Vincent received when he
visited Washington several years ago, just when the
"Good Neighbor" policy was in the making. After
