In Senate.
FRIDAY, JULY 9, 1852.
Mr. Borland, by leave, made a personal explanation, correcting some errors in calculations contained in a speech made by him on the 27th of May last, upon the subject of expenditures by the government.
Debate ensued upon a motion by Mr. Davis, to postpone the private calendar, and take up the bill to amend the act providing for the better security of the lives of passengers on vessels propelled in whole or in part by steam, and the amendments made in committee on Thursday, were considered.
House of Representatives.
The House took up and considered the bill to amend the law of March 3, 1851, reducing and modifying the rates of postage, with a view to simplify the rates now charged on printed matter.
The second only was reached by the time the morning hour expired.
The House resolved itself into a Committee of the Whole on the state of the Union on the deficiency bill.
The amendment of the Senate, relative to the Collin's line, was then taken up in Committee: and various amendments were submitted to enable the movers to make five minute speeches for and against the vote, which were, generally speaking, a reiteration of sentiments and opinions previously advanced in the debate under the one hour rule.
From appearances it is not probable that a decisive vote will be arrived at to-day.
