It was because of these figures that two out of three of Mr. Goebel's own Election Commissioners, Judge W. S. Pryor and Captain William Ellis, issued a certificate of election to Mr. W. S. Taylor; and it was because of that certificate that Democratic Chief Justice Hazelrigg administered to Mr. Taylor the oath of office and he entered upon his duties as Governor.
