WASHINGTON, D.C. - Manned lifeboats aboard merchant ships are being replaced by the new 3,500-pound all-steel life raft which has been approved by the Coast Guard's Merchant Marine Inspection Division. The raft, designed to keep 20 men afloat with a minimum of danger, is as nearly foolproof as designers can make it. It will carry food and water for many days, a charcoal stove for heating food, waterproof cushions, sails and oars, and a canopy to keep out wind and rain.
