AFFAIRS OF PORTUGAL

The Lisbon papers of Feb. 3, announce the meeting of the second session of the Cortes. After some discussions respecting the necessity of enforcing the attendance of the Members, and of choosing substitutes for those who should be absent on good grounds, the Assembly proceeded to elect the five Secretaries; their choice fell on the following gentlemen.—For the Interior—Fernando Luiz de Sousa Barradas. For the Finance—Francis Duarte Coelho. For the War Department—Marshal Antonio Teixeira Robello. For Foreign Affairs—Anselmo Jose Braamcamp. For the Marine—Francisco Maximiniano de Sousa.

The Marquis de Castello Melhor was declared President of the Government. It was resolved that the Regency should take an oath to govern according to the existing laws, to maintain them, and obedience to the Cortes.

The Members of the Executive Government took the oath, except the President, who could not be present.

Lisbon, Feb. 2—The Diario of this day contains the decree of the Cortes, appointing the Regency to govern in the name of King John VI. by whose installation the functions of the Provisional Junta of the Supreme Government have ceased.

Among many motions made in this sitting was one by San B. Carneiro, relative to the Religious, on the same principles as that lately passed into a law in Spain.
