Intelligence from Venezuela.— The bark MARY, Captain Parks, arrived at this port yesterday from Maracaibo, whence she sailed on the 21st ult. We are indebted to Captain P. for the following statement :—
The provinces of Maracaibo, Coro, Trujllo Merida, in consequence of the horrid massacres committed in the capital, January 24th, have risen against the tyrannical power of President Monagas, and declared war. In the former of these departments, which is rendered by its geographical position the centre of operations, there exists a respectable force; as, also, a flotilla, consisting of five vessels of war, and a corvette, completely armed and officered by the best officers of the public. It is not to be wondered at that the other provinces of the republic have not also risen up and declared against the tyrant, when it is considered that they are held in check by governors appointed for this purpose by General Monagas, whose base tools and instruments they are. But the day will come, and is not far distant, when they also, will raise a fearful cry of vengeance. In the early part of last April, his excellency, Gen. Paez, was in the province of Apure, at the head of about 3000 men. Generals Soublette, Zamora and other chieftains, were also in arms for the defence of the constitution in other parts of the republic. A great number of desertions is constantly taking place from the troops of Gen. Monagas, and there is much dissatisfaction among the officers who are serving with him, which is a necessary consequence of the cause in which he is engaged The mutilated remains of the Congress still are stopping at Caracas, where Gen. Monagas keeps them, threatening to butcher them and their families, if they do not submit to him. He has already made them pass several acts, highly injurious to the country.
On the 25th of January the unfortunate Deputies were forced to meet in the place which still was reeking with the blood of the murdered, and there to do all the will of Monagas, and to submit to all his requirements He had the audacity to appear at the bar of the house, accompanied with three hundred evil-minded persons, armed with daggers, who drew them and threatened the Congress, in case of the least resistance. Some members, however, amid the greatest danger, contrived to escape and reach Maracaibo, where they have protested against the violence put upon the Chambers. We learn in Maracaibo, by way of Curacoa, that the Congress meets very seldom, and that some of its members are continually getting away.
All the property of General Paez, and it is said also that of all other citizens engaged in this noble struggle against tyrant, has been ordered to be confiscated.
The provinces still held by Monagas are terribly agitated on account of the extortions to which they are daily subjected. A continual emigration, which cannot be prevented, is going on to Curacao
The provinces in revolt have nominated General Paez chief of the constitutional army, have deposed Monagas from being President and declared all his acts, and the acts of Congress at Caracas, null and void. We leave to inform the respectable editor of the New York Herald, that the principal cause and agent of all the miseries which, at this day, afflict the public of Venezuela, is Senor Belford Hinton Wilson Charge d'Affaires of Great Britain at Caracas.
From the first day he entered the country he manifested his evil intentions, and his conduct was so bad, that General Soublette was obliged to request his recall of the British government; a thing which was necessary for the tranquillity of the country. No one fled into his house on 24th January; whereas the houses of other foreign ministers, especially of Shields and David, were full of people. In a word, this man is the cause of all the evil—he directs Monagas. These two men are the chiefs of the present revolution. Wilson is the director of all, and Monagas is the executor
