ENGLAND settled her Virginius indemnity claims against Spain by accepting the payment of £500 for each white subject executed, and three-fifths of that amount for each colored subject. The same conditions were proffered the United States by the Spanish Government, but America—true to her colors—has declined to accept the discrimination in the rates of pay on account of the shade of a subject's skin, and returns the proposition. That Spain will early make a new offer, more harmonious with the republican ideas she seeks to conciliate, is confidently expected by the State Department.
