Secession Movements in New York.—'Ching Foo,' the New York correspondent of the Union, says:

First, then, you find men everywhere in the city saying, 'God forbid the Union should be dissolved or altered; but if the Gulf States do secede, and stay out, New York must go on her own hook. She can't and won't stand a tariff for the protection of Yankee manufactures. She must set up for herself as a free city like Hamburg,' &c. In the event indicated, it is proposed to combine Long Island, Staten Island and New York under the name of 'Manhattan.' All the means to that end are in active agitation and preparation.

Whether anything ever comes of it or no, things are being very carefully arranged. As a means of familiarizing the public mind with the idea, a petition to the Legislature at Albany, to set us off as a new State, is being circulated and heavily signed. The private arrangements, civil way, the formation of Manhattan, semi-masonic, and adopting the old Know Nothing machinery, only with more secrecy and stringency. In a military way, sub rosa the city regiments have not only been sounded, but a new 'division' is already formed, officered entirely by men who have seen service, and its roll is full.

All this is done so quietly, that in the grand roar of national troubles it has escaped the ears of even the cunning. Were I to give you a list of the 'field' and 'staff' officers of this division, you would see that it meant mischief. Men, even, whom Lincoln is likely to appoint as high Federal officers here, are sworn associates and officers in this body. It is a curious commentary on the way the real bond of union has been weakened, to hear men in New York saying constantly: 'My duty is to my State first—Uncle Sam next!'
