Keitt yesterday favored the House of Representatives with the first speech to which he has been moved since he stubbed his toe and fell down. He holds that the people of Kansas cannot amend their constitution (Lecompton) previous to 1864. In this position he speaks for about thirty Southern votes. The Lecompton swindle cannot be passed naked over the Northern vote, and there are enough ultra Southerners to vote against Lecompton with a proviso to catch Northern votes to defeat it in that form. So, Lecompton is dead in its track. Of course, Keitt talked about dissolving the Union. How could a pro-slavery speech be wound up without that old clap-trap?—[Cin. Com.
