MAJOR GENERAL RAMSEUR.

The annexed reference to this distinguished chieftain is taken from the Charlottesville Chronicle of the 16th instant:

Major General Ramseur says, we understand, that "he was to blame" for the conduct of his division in the affair below Winchester. None can fail to appreciate this manly utterance of a gallant officer. We believe that Gen. Ramseur is one of the noblest and frankest natures of General Lee's army. The misadventure which he met with, is largely atoned for, if, in imitation of his great commander at Gettysburg, he has given another example of that chivalrous honesty and truthfulness of character, which is the highest adornment of a Confederate soldier.
