Congress.--So far as our limits will permit, we shall endeavour to give a concise view of the daily proceedings of the National Legislature during the present Session. Monday Dec. 3d, was the day appointed for Congress to convene. A quorum appeared in the house that day, but a quorum of the Senate did not attend till Tuesday. On Wednesday the Message was presented-the reading of which, and the documents, having occupied about two hours, Mr. Troup, of Georgia, made a motion to dispense with the further reading of them, on account of their length. Mr. Pitkin, of Con. objected-some of them, Mr. P. said, were of the utmost importance-particularly the correspondence of Gen. Armstrong and the documents relative to the taking possession of West Florida-the last circumstance, he observed was perfectly new to him. On putting the question, it was voted not to dispense with the reading.

One of the documents is a despatch: From Mr. Cox, consul at Tunis, relative to a misunderstanding with the Bey, which has lately been noticed in the public papers.
