Our Spies in Richmond.—Since General Butler took his command to City Point he has organized a spy system, the most complete and efficient in our army. The Richmond papers are just beginning to find out the fact. The Enquirer, of the 28th ult., says that Richmond, and, in fact, the whole South has, for a long time past, been "infested with Yankee spies," and complains that the Richmond evening papers reach Grant's headquarters before 3 o'clock the next morning. It says: These parties have facilities for knowing a great deal, and they communicate everything to the enemy at the earliest moment. These facts have been reported to the War Department long since, and from time to time, yet no steps have been taken in the matter.
