Civil Rights Commission Urges Kennedy To Issue An Executive Order Against Gov't Housing Bias

Target Is Ending Religious, Racial Barriers In Housing

WASHINGTON (UPI) — The Civil Rights Commission urged President Kennedy Thursday to issue an immediate executive order tearing down religious and racial barriers in virtually all government housing of the future.

The board executive order recommended by the commission in its report on housing would direct all federal agencies to adopt and enforce anti-discrimination policies wherever the government moves in to the housing field.

There has been extreme pressure on Kennedy to issue the executive order which he promised during his campaign for the presidency. Most observers feel he will issue it sometime this fall.

Commission Staff Director Berl I. Bernhard estimated that 90 per cent of government housing would come under the jurisdiction of the executive order.

He said the executive order envisioned by the commission would not affect projects where a government commitment was obtained prior to the issuance of the order.

Kennedy, however, could include these by going further than the commission. He could order all those connected with these projects to comply or face black-listing.

The commission's recommendation, couched in general terms, also asked the President to "stimulate" the housing and home finance industries to provide equal opportunity in housing.

Another recommendation which seems certain to stir controversy would require all financial institutions making mortgage loans under the supervision of a federal agency to adopt and enforce the non-discriminatory policies.

The supervisory agencies are the Federal Home Loan Bank Board, the Board of Governors of the Federal Reserve System, the comptroller of the currency, and the Federal Deposit Insurance Corporation.

Another recommendation asked the President to direct the Federal Housing Agency and the Veterans Administration to make sure builders and developers who work with federal aid stop discrimination.
