Senator Arrowsmith Urges Creation of Another Circuit

Florence, Dec. 16.--Formation of a new judicial circuit to be composed of Williamsburg and Florence counties and to be known as the 15th judicial circuit, will be sought in a bill to be introduced in the state senate by Senator P. H. Arrowsmith, it was stated today. Under Senator Arrowsmith's plan Marion, Horry and Georgetown counties would be left in the 12th judicial circuit, and Sumter, Clarendon and Lee counties would be left in the Third judicial circuit. A new judge would be elected for the 12th circuit, Judge Shipp remaining judge of the Fifteenth, and a new solicitor would be elected for the new circuit. Mr. Arrowsmith states that such an arrangement would greatly relieve the present congestion conditions of the courts.
