Atlanta, May 13.—The National Agricultural Congress met to-day. About one hundred delegates are present. A number from the North-west are expected to-night. Mayor Spencer and General Colquitt welcomed the Congress, and Secretary Green responded. Secretary Green recommends, in his report, the re-organization of the Congress and measures making the local organization tributary. Vice-President Lawton, of South Carolina, in a paper on transportation, characterized the report of the United States Senate Committee on Transportation as inaccurate, vague and abortive, and urges a memorial to Congress for the survey of three narrow gauge direct routes to Port Royal, Norfolk and New York, from Council Bluffs, Missouri River and Iowa direct. The Trade Convention meets to-morrow.
