A letter from Madrid, dated the 6th instant, inserted in the French papers, contains the following extract of a despatch from the Marquis of Concordia, Viceroy of Peru, to the minister at war, dated 27th of June:
In my despatch of the 15th, I gave your excellency intelligence of the complete route of the numerous insurgent army of the province of Cuzco, in Upper Peru; in consequence of this victory, the marshal de camp, Don Juan Ramirez, entered that capital in triumph and without opposition. I have since received a detailed account of this happy event, which I have the honor to send you. You will see that this victory is not inferior to that which Cortez gained in the valley of Otumba; for if on that occasion the latter, as the historian Solis states, had to fight 200,000 men, it must also be considered that the Indians had no cavalry or artillery to oppose Cortez, and that they dreaded greatly these two arms which were wholly unknown to them. Their courage was chiefly displayed in the maintenance of the royal standard; but the insurgents of Cuzco were defended by a deep river, which the king's troops crossed with singular courage, under the fire of a well supported artillery and innumerable sharp-shooters. This memorable day secures the tranquility not only of Cuzco but of the districts of Puno, Arequipa, Huamanga, and Huancavelica.
