Mr. McLane, our Minister to Mexico, arrived with his family, at New Orleans, by the United States steamer Brooklyn, bringing with him the treaty ratified with the Juarez Government of Mexico, on the 14th inst.
It provides for the perpetual right of way across the isthmus of Tehuantepec from the Rio Grande to Mazatlan, and from Guaymas to Arizona, with warehouses at the termini of each transit. All goods between the Atlantic and Pacific States pass free of duty. Goods shipped from transit warehouses duty free. Our troops, military stores, and marines pass over the isthmus of Tehuantepec and through Sonora the same as Mexican. The neutrality of the transits is guaranteed by both governments. The United States with or without the consent of Mexico, possesses the right to protect the transit of property by force. Perfect religious freedom is guaranteed, and no forced loans on our citizens.
A supplemental convention permits the intervention of the United States to protect our citizens and to enforce the treaty stipulations in compensation or the release of duties and the passing transits. The United States pays 4,000,000 dollars, two millions of which is reserved for payment of the claim held by our citizens against Mexico.
