The XVth Amendment seems to be meeting with general favor. Kansas was the first to accept it, and that State was followed by Nevada, the Legislature of which adopted it as that body was about to adjourn.

Yesterday, Maine and Pennsylvania adopted it and Georgia will probably follow their example in a day or two.

The XVth Amendment will soon become a law, leaving the South no reason to complain that while negro suffrage had been imposed upon them the North had refused to accept it.

The right of suffrage shall be equal and unvariable in all the States.
