Washington.—Another shakeup in
the Pension Office is threatened, beside
which the recent dismissal of the ten
reviewing clerks is a small affair.
Commissioner Warner is conducting
an investigation of "Order No. 78,"
approved by former Commissioner
Ware and Secretary Hitchcock on
March 15, 1904. This order provides
for the payment of pensions to all reg-
ularly discharged Union soldiers at
the age limit of 62 years, and speci-
fied that it should not be deemed re-
troactive. Commissioner Warner has
discovered that the terms of the order
were violated and that in several thou-
sand cases it was made retroactive, en-
tailing an expense to the government
of upward of $750,000. A thorough
investigation of all claims allowed
during the last year is being made, and
it is understood the case will be laid
before President Roosevelt on his re-
turn.
