Threatened With Another Siege
Situation Is Alarming, as Gunboat Newport and Her Small Crew Are Only Protectors Now In Port Should an Outbreak Occur.

SANTO DOMINGO, Dec. 29.-The situation here is extremely critical. The provisional president, General Morales, is absent from the city, and the provisional minister of foreign affairs, in terror, has resigned, as a consequence of which the council of ministers is incomplete.
General Celletier has formed a provisional government at Azua de Compostella, presided over by himself, and the inhabitants of Barahona have joined in the movement, and the two forces are jointly marching on this city. Consequently there are now two provisional governments in the republic.
The German warships have left here for Kingston, Jamaica. The United States gunboat Newport is the only war vessel here, and owing to her small crew she cannot restore order if a serious outbreak occurs. The situation demands the presence of more warships.
The provisional government endeavored to secure a loan of $20,000 for the purpose of defending the city against the insurgents; but, being without resources, the government could not guarantee the loan nor the city against pillage by the insurgents.
Should they succeed in effecting an entrance to the city it is expected that the members of the provisional government and their immediate supporters will withdraw to the fort. This action will no doubt cause fighting in the streets, the result of which will be the placing of the lives of foreigners in danger.
United States Minister Powell has been requested to call a meeting of the diplomatic and consular corps for the purpose of taking measures to protect foreign lives and property.
The greater part of the republic of Santo Domingo has declared in favor of General Jiminez, the former president of the republic. The provisional government here is making active preparations for defense.
