Washington, Feb. 11—AP—Mayor LaGuardia is quitting as head of the Civilian Defense setup and Mrs. Roosevelt, his chief aid, has been invited by a senator to quit too. President Roosevelt announced at his press conference late yesterday that LaGuardia, who has headed the OCD since its establishment last fall, was leaving immediately and that James M. Landis, Harvard law dean and present executive director, was taking his place. The President explained that the New York mayor had never received a formal appointment but had been requisitioned to organize the office and was leaving now that the job had been done. Meanwhile Senator Butler (R-Neb.) urged that both LaGuardia and Mrs. Roosevelt 'remove themselves immediately from the OCD so that the real work can go forward.' He added that 'if the communities wish to organize dancing and calisthenics, I am sure they can do it themselves without direction from the throne.' This was a thrust at Mayris Chaney, blonde dancer friend of Mrs. Roosevelt.
