Rhode Island.—The convention which has been in session at Providence, has closed its labors. This body was called together under the sanction of the Legislature, and in opposition to the irregular suffrage convention, which assembled during the last summer. The constitution which they have prepared will be submitted to the people for their ratification on the 21st, 22d. and 23d of March. It is intended to go into operation early in May. Every male white citizen, over twenty-one years of age, who has resided in the State two years, is entitled to vote. No person can vote on a question of taxation unless he is taxed for one hundred and fifty dollars. The Legislature is to sit as usual, and will consist of seventy-seven members to the House, and nineteen to the Senate. The Governor is the presiding officer of the Senate, and the Lieut. Governor is a member. The Assembly cannot incur a public debt exceeding $50,000 without the consent of a majority of the people. The judiciary system has undergone no alteration. Some of the provisions will not meet the views of that portion of the people who hold to the more liberal constitution of the Suffrage Convention, so that the contest in the State still remains doubtful.
