SAN SEBASTIAN, Spain, August 9 -(AP)—Authoritative reports from Madrid say a decree convoking the promised national assembly has been definitely drafted and will be taken by Premier Primo de Rivera to Santander for the king's signature on Wednesday, when a cabinet council is to be held there. Primo de Rivera's ministers have been engaged in drafting regulations for the assembly for many weeks. Final touches have been given to the document, the result of which it is understood will be the establishment of a sort of chosen consultation parliament composed of elements representing the various classes of the nation and designed to take the place of the dissolved cortes or congress.
