N. Y. SHERIFF UNDER CHARGE

NEW YORK, Jan. 7. (U.P.) Charles W. Culkin was a bootlegger while sheriff of New York county from 1926 to 1929, Samuel Seabury charged today before the Hofstadter committee, which is investigating graft in New York City's administration.

Seabury also said he would prove that Culkin, while sheriff, took "money out of the city treasury to which he was not entitled."

Culkin for 30 years active in Tammany, had been examined earlier in the day at a private hearing but refused to answer questions and it was reported he would be cited for contempt.
