One of Nippon's greatest problems during its current campaign in China has been to supply warriors with food as well as ammunition. To bring supplies a great naval force is kept busy constantly.
Japan Insists On Right To Take Care of Customs

TOKYO, Nov. 29. - The foreign office spokesman declared that Japan insisted on her right to act independently in Shanghai without the necessity of consulting Britain or the United States on her actions.
Great Britain had demanded she be consulted on any changes to be made in China's maritime customs revenues from which was pledged for repayment, China's external debts. The United States also expressed concern.
