The President of the United States has dismissed Messrs. Skipwith, Fenwick, Gutting, and Vans, the first as Consul-General in France, the others as Consuls at Bordeaux, Havre, and Morlaix ; and the whole consular authority of the United States, in France, is now vested in Stephen Cathalan, at Marseilles, who will attend to American affairs, respecting seamen, &c. in the French ports in the Mediterranean ; Isaac Cox Barnet, at Bordeaux : and P. F. Dodge, at Nantz, who will superintend all proper cases of seamen, &c. occurring in French ports in the Atlantic.
